The City of League City has selected Janet Shirley to serve as the city’s Director of Human Resources and Civil Service beginning Feb. 13.
In this position, Shirley will be responsible for managing and overseeing department operations, employee relations within the city, training and development, recruitment, risk management, and the city’s compensation and benefits system. She will also serve as the civil service director supporting the Civil Service Commission.
“My entire career has been spent improving employee relations and recruiting talent to help meet the needs of the organization,” said Shirley. “I’m excited to join the League City team and support the many employees who tirelessly serve the community I call home.”
She worked for the Columbia Pipeline Group as the Human Resource and Recruiting Strategy Manager prior to being selected for this position. Shirley also served as Lockheed Martin Corporation’s Human Resources Manager for Houston Programs and is a U.S. Navy and Navy Reserve veteran.

Her expertise and passion for building and developing a community of engaged employees will help us continue to fulfill our commitment of providing world-class customer service to all League City residents.”
Shirley, who’s lived in League City for more than 10 years, attained a Bachelor of Arts in Journalism from the University of Hawaii at Manoa in Honolulu; and a Master of Science in Human Resources Management from Chapman University in Orange, California. She also holds a Strategic Workforce Planning Certification and a Senior Professional in Human Resources Certification.
Her professional affiliations include the Association of Talent Development and the Society of Human Resource Management.
