The privilege of speaking at this time is limited to the following persons: residents, persons having an ownership interest in property or a business within the City, or their attorneys. A statement of no more than 3 minutes may be made. There will be no yielding of time to another person. State law prohibits members of the Planning and Zoning Commission from commenting on any statement or engaging in dialogue without an appropriate agenda item being posted in accordance with the Texas Open Meetings Act. Comments should be directed to the entire Planning and Zoning Commission, not individual members of the Planning and Zoning Commission or staff. If addressing a specific agenda item, speakers must keep their remarks specific to the item being considered by the Planning and Zoning Commission. Any speaker making personal attacks or using vulgar or profane language shall forfeit his/her remaining time and shall be seated.

 

IV.               Consent Agenda

A.    Consider and take action on a Preliminary/Final Plat - Bay Colony Meadows West, Section 3, Phase II (PLAT-17-0034), generally located at the northern terminus of Turner Fields Lane and east of Cross Colony Drive.

 

B.     Consider and take action on a Preliminary/Final Plat - Bay Colony Meadows West, Section 3, Phase III (PLAT-17-0035), generally located at the northern terminus of Cross Colony Drive and north of Turner Fields Lane.

 

V.                  Old Business

A.     Make a recommendation to City Council on an amendment to Chapter 102 of the Code of Ordinances of the City of League City entitled "Subdivisions", regarding street tree regulations. Staff is requesting to remove this item from the agenda until further notice.

VI.               New Business

A.    Conduct a workshop to receive training from the City Attorney on Robert's Rules of Order and the role and responsibility of the Planning and Zoning Commission.

                                                     Monday, February 5, 2018 at 6:00 P.M.

I. Call to Order and Roll Call of Members
Douglas Turner opened the meeting at 6:00 p.m.

II. Approval of Minutes
A. December 18, 2017

Mr. Bindhammer made a motion to approve the December 18, 2017 minutes.
Mr. Alderman seconded the motion.
The motion was passed by a vote of 5-0-0.


III. Citizen Communication
No citizen comments were provided.

IV. Consent Agenda
A.
Consider and take action on a Preliminary/Final Plat – Bay Colony Meadows West Section 3 Phase II (PLAT-17-0034), generally located at the northern terminus of Turner Fields Lane and east of Cross Colony Drive.

B.
Consider and take action on a Preliminary/Final Plat – Bay Colony Meadows West, Section 3 Phase III (PLAT-17-0035), generally located at the northern terminus of Cross Colony Drive and north of Turner Fields Lane.

Kris Carpenter, Planning Manager, stated that the plats met all State and local requirements, and City staff recommended approval.

Mr. Alderman made a motion to approve Preliminary/Final Plat – Bay Colony Meadows West Section 3 Phase II, and Preliminary/Final Plat Bay Colony Meadows West, Section 3 Phase II.
Mr. Bindhammer seconded the motion.
The motion was passed by a vote of 5-0-0.


V. Old Business
A.
Make a recommendation to City Council on an amendment to Chapter 102 of the Code of Ordinances of the City of League City entitled “Subdivisions”, regarding street tree regulations. Staff is requesting to remove this item from the agenda until further notice.

Mr. Bindhammer made a motion to postpone the item until staff brings it back.
Ms. Arnold seconded the motion.
The motion was passed by a vote of 5-0-0.

VI. New Business
A.
Conduct a workshop to receive training from the City Attorney on Robert’s Rules of Order and the role and responsibility of the Planning and Zoning Commission.

Nghiem Doan, City Attorney, stated the training would be rescheduled for the first meeting in March when the new Commissioners have started.

VII. Staff Comments
Mr. Carpenter stated there will be a zoning case scheduled for the February 19, 2018 meeting.
He informed the Coastal Point PUD was approved on first reading by City Council and was scheduled for a second reading on February 13, 2018.


VIII. Adjournment
Mr. Turner adjourned the meeting at 6:08 p.m.
