The privilege of speaking at this time is limited to the following persons: residents, persons having an ownership interest in property or a business within the City, or their attorneys. A statement of no more than 3 minutes may be made. There will be no yielding of time to another person. State law prohibits members of the Planning and Zoning Commission from commenting on any statement or engaging in dialogue without an appropriate agenda item being posted in accordance with the Texas Open Meetings Act. Comments should be directed to the entire Planning and Zoning Commission, not individual members of the Planning and Zoning Commission or staff. If addressing a specific agenda item, speakers must keep their remarks specific to the item being considered by the Planning and Zoning Commission. Any speaker making personal attacks or using vulgar or profane language shall forfeit his/her remaining time and shall be seated.

 

IV.               Consent Agenda

A.   Consider and take action on a Final Plat - MarBella Section 14-A (PLAT-17-044), generally located along the west side of Isla Vista Drive and south of League City Parkway (SH 96).

B.   Consider and take action on a Final Plat - Tuscan Lakes Section SF 55-5 SE (PLAT-17-0053), generally located along the east side of La Spezia Lane, south of League City Parkway (SH 96), and north of FM 646.

C.   Consider and take action on a Preliminary Plat - Victory Lakes Section 7B (PLAT-17-0046), generally located east of Bowen Drive, south of League City Parkway (SH 96), west of SH 3, and north of FM 646.

 

V.                  Public Hearing and Action Items

A.  Hold a public hearing and make a recommendation to City Council for Zone Change Application, MAP-17-0006 (7503 South Shore Boulevard), a request to rezone approximately 1.68 acres from "OS-PUD" (Open Space within a Planned Unit Development Overlay) to "PS" (Public Space), generally located along the north side of South Shore Boulevard, between Marblewood Lane and Bishop's Bridge.

B.    Hold a public hearing and make a recommendation to City Council on an amendment to Chapter 102 of the League City Code of Ordinances entitled, "Subdivision and Development Ordinance" regarding engineering standards, street tree regulations, and acceptance of infrastructure.

I. Call to Order and Roll Call of Members
Douglas Turner opened the meeting at 6:03 p.m.

II. Approval of Minutes
A. November 6, 2017

Mr. Bindhammer made a motion to approve the November 6, 2017 minutes as presented.
Mr. Alderman seconded the motion.
The motion was approved unanimously by a vote of 5-0-0.


III. Citizen Communication
No citizen comments were provided.

IV. Consent Agenda
A.
Consider and take action on a Final Plat – MarBella Section 14-A (PLAT-17-044), generally located along the west side of Isla Vista Drive and south of League City Parkway (SH 96).

Mr. Schweinle made a motion to approve the Consent Agenda as presented.
Mr. Bindhammer seconded the motion.

V. Public Hearing and Action Items
A.
Hold a public hearing and make a recommendation to City Council for Zone Change Application, MAP-17-0006 (7503 South Shore Boulevard), a request to rezone approximately 1.68 acres from “OS-PUD” (Open Space within a Planned Unit Development Overlay) to “PS” (Public Space), generally located along the north side of South Shore Boulevard, between Marblewood Lane and Bishop’s Bridge.

Kayla Davis, Planner, gave a presentation on a request to rezone 1.68 acres from “OS-PUD” to “PS”, located along the north side of South Shore Boulevard, between Marblewood Lane and Bishop’s Bridge.

Gary Warren, Fire Chief for the City of League City, stated the new fire station would give the surrounding residents eligibility for a lower ISO rating and lower home insurance rates.

Mr. Schweinle asked if the yellow signaling light to be used on South Shore Boulevard would be the same as the one on F.M. 518.
Ms. Davis responded that the proposed site plan showed that similar lights would be used on South Shore Boulevard, but the layout was still preliminary.


Mr. Turner opened the public hearing at 6:20 p.m.

Mr. William Rohr, resident of Leisure Lakes, asked about the proposed fire hydrants for the new Victory Lakes Subdivision.
Ms. Korrie Becht, Senior Planner, stated that the public hearing was for the rezoning application only and all questions related to Victory Lakes could be answered after the meeting.


Mr. Turner closed the public hearing at 6:23 p.m.

Mr. Schweinle made a motion to make a recommendation of approval to City Council for zoning change MAP-17-006 (7503 South shore Boulevard).
Mr. Alderman seconded the motion.
The motion was approved unanimously by a vote of 5-0-0.


B.
Hold a public hearing and make a recommendation to City Council on an amendment to Chapter 102 of the League City Code of Ordinances entitled, “Subdivision and Development Ordinance” regarding engineering standards, street tree regulations, and acceptance of infrastructure.

Frankie Legaux, Assistant Director of Planning and Development, gave a presentation on the amendment to Chapter 102 of the League City Code of Ordinances entitled, “Subdivision and Development Ordinance.”

Mr. Alderman asked if the review time was 21 days and what would happen if the project was not reviewed within the allotted 21 days.
Ms. Legaux stated that the 21 days was the standard time for review from when the document was complete and that the 21-day timeframe did not start until after the submission was reviewed for completeness.

Mr. Alderman asked if the warranty period was elaborated on in the other General Guideline documents.
Christopher Sims, Director of Engineering, responded yes, it was in the other documents, but the warranty period on streets would start one year after they reach 90 percent build-out.

Mr. Alderman asked if the Engineering Department was reviewing each of the infrastructure projects.
Mr. Sims responded yes, there was an inspector assigned to each developer driven project that reviewed the projects daily and the Engineer of Record for the project was also responsible for having an inspector.
Ms. Legaux commented that the information would be included in the Design and Construction Standards.

Mr. Alderman asked how the tree ordinance requirements would be enforced by the Engineering Department.
Ms. Legaux responded that the City Arborist would review all the tree disposition plans and would make recommendations on the appropriate types of trees to be used at a specific location.

Mr. Turner asked if they should add, “after receiving the final document,” to the last item on page six, which specified the 21-day review timeframe.
Mr. Sims responded that this is the review cycle that begins when construction plans are submitted and that it is a standard the City seeks to meet so that the developers can schedule accordingly.

Mr. Turner opened the public hearing at 6:37 p.m.

Mr. Alderman made a motion to make a recommendation of approval to City Council on the text amendment to Chapter 102 of the League City Code of Ordinances.
Mr. Bindhammer seconded the motion.
The motion was approved unanimously by a vote of 5-0-0.
