The privilege of speaking at this time is limited to the following persons: residents, persons having an ownership interest in property or a business within the City, or their attorneys. A statement of no more than 3 minutes may be made. There will be no yielding of time to another person. State law prohibits members of the Planning and Zoning Commission from commenting on any statement or engaging in dialogue without an appropriate agenda item being posted in accordance with the Texas Open Meetings Act. Comments should be directed to the entire Planning and Zoning Commission, not individual members of the Planning and Zoning Commission or staff. If addressing a specific agenda item, speakers must keep their remarks specific to the item being considered by the Planning and Zoning Commission. Any speaker making personal attacks or using vulgar or profane language shall forfeit his/her remaining time and shall be seated.

 

IV.               New Business

A.     Consider and take action on a Master Plan Revision - Bay Colony West, Revision #13, generally located north of FM 517, and west of Calder Road.

V.                  Consent Agenda

A.    Consider and take action on a Final Plat - Bay Colony Pointe West, Section 11, generally located south of Granite Gate Lane and west of Calder Road.

B.   Consider and take action on a Preliminary/Final Plat - Bay Colony Pointe West, Section 3 Phase II, generally located south of Imperial Chase Lane and west of Cross Colony Drive.

C.   Consider and take action on a Preliminary/Final Plat - Bay Colony Pointe West, Section 3 Phase III, generally located north of Imperial Chase Lane and west of Cross Colony Drive.

                                      PLANNING AND ZONING COMMISSION
                                           Monday, October 16, 2017 at 6:00 P.M.

I. Call to Order and Roll Call of Members
Douglas Turner opened the meeting at 6:00 p.m.

II. Approval of Minutes
A.
October 2, 2017

Mr. Bindhammer made a motion to approve the October 2, 2017 minutes as presented.
Mr. Walding seconded the motion.


The motion passed by a vote of 7-0-1.

Mr. Schweinle abstained from voting.

III. Citizen Communication
Larry Millican, Citizen, stated concern for proper drainage and retention ponds for development of subdivisions.
Mr. Walding asked what are the specific concerns.
Mr. Millican, Citizen, replied to ensure that the retention ponds and drainage are adequate to hold the overflow of water in subdivisions.


IV. New Business
A.
Consider and take action on a Master Plan Revision – Bay Colony West, Revision #13, generally located north of FM 517, and west of Calder Road.
Brittany Hathaway, Planner, gave a presentation on Bay Colony West, Revision #13 located north of FM 517 and west of Calder Road.

Mr. Walding asked if engineering would provide adequate drainage and detention ponds for new subdivisions.
Mr. Sims replied changes are being made to elevations of homes and detention ponds are being expanded.
Ms. Arnold asked if the Master Plan revision added 6 lots how many acres would the detention be increased.
Ms. Hathaway replied that the detention is going to be tied to the plat not master plan that would be a question for engineering to deem what would be appropriate, the total overall acreage should be about the same.
Ms. Arnold stated if the density on the Master Plan was increased and the acreage was not.
Mr. Sims stated the Master Plan required 55 percent increase of detention and these standards are being met.
Ms. Arnold stated between Master Plan Revision 12 and 13 there looks to be no increase in detention ponds.
Mr. Sims replied that the detention pond will be increased to its full size as shown on the Master Plan when Section 11 is built.
Ms. Arnold asked if the density is increased, should the detention pond be widened.
Ms. Hathaway replied, that the detention pond will be increased to accommodate the additional 11.8 acres added to the Master Plan Revision.

Mr. Linenschmidt stated that Final Plats brought before this board must be approved by engineering.
Ms. Hathaway stated Final Plats will not be recorded until Council accepts infrastructure plans.

Mr. Alderman asked who would determine the standards for drainage in subdivisions, city council or this board.
Mr. Sims replied multiple ordinances and design standards are currently being updated to meet standards for flooding and drainage.

Mr. Bindhammer made a motion to approve Master Plan Revision – Bay Colony West, Revision 13.
Mr. Walding seconded the motion.
Motion passed unanimously by a vote of 8-0-0


V. Consent Agenda
A.
Consider and take action on a Final Plat – Bay Colony Pointe West, Section 11, generally located south of Granite Gate Lane and west of Calder Road.

Mr. Alderman made a motion to approve Final Plat – Bay Colony Pointe West, Section 11.
Mr. Schweinle seconded the motion.
The motion was approved unanimously by a vote of 8-0-0.



B.
Consider and take action on a Preliminary/Final Plat – Bay Colony Pointe West, Section 3 Phase II – generally located south of Imperial Chase Lane and west of Cross Colony Drive.

Mr. Alderman made a motion to approve Preliminary/Final Plat – Bay Colony Pointe West, Section 3 Phase II.
Mr. Bindhammer seconded the motion.
The motion was approved unanimously by a vote of 8-0-0



C.
Consider and take action on a Preliminary/Final Plat – Bay Colony Pointe West, Section 3 Phase III – generally located north of Imperial Chase Lane and west of Cross Colony Drive.

Mr. Bindhammer made a motion to approve Preliminary/Final Plat – Bay Colony Pointe West.
Mr. Lee seconded the motion.
The motion was approved unanimously by a vote of 8-0
-0.


VI. Staff Comments
Frankie Legaux, Interim Director of Planning and Development, stated commission members who are up for reappointment need to submit their resumes and personal references by October 31, 2017. If you have any questions please email mark.linenschmidt@leaguecitytx.gov.

Kick-off for the historic resource survey will be held Thursday, October 19, 2017 at 6:00 pm in the council chambers. A short meeting will be held with the preservation committee. There will be a website set up if you have any historic information to share with the committee.
