October 18th, 2012
Mr. Guglielmo requested that a
note be amended regarding the Historic District Commission impeding residents
from repairing their homes. He stated that he was paraphrasing and wasn?t sure
what the exact note was referencing. Mr. Guglielmo requested the minutes
better reflect that the commissioners have not prevented residents within the
district from repairing their homes.
Commissioner Dudney moved
to table to allow staff time to incorporate Chairman Guglielmo?s request,
seconded by Commissioner Ruhl, motion passed unanimously with a vote of 4-0-1 (Picou
Abstained).
IV. Public Hearing & Action Items from
Public Hearings
A. Conduct a public hearing and act on a request for
a certificate of appropriateness for HDC-09 (306 3rd Street),
regarding construction of a storage unit for a Water Plant zoned ?PS? (Public
and Semi-Public District with a Residential Neighborhood Conservation Overlay),
and located on the northwest corner of 3rd Street and Railroad Avenue with the
address of 306 3rd Street.
Ms. Kaspar presented the staff report and reminded the
Commission this was a public hearing.
Commissioiner Picou expressed his disappointment in
the City proposing a building that was low quality and unattractive so close to
a resident?s home. He then asked for confirmation regarding the material of
the building as hardi-plank and if the building as prefabricated.
Ms. Kaspar confirmed that material was hardi-plank and
that hardi-plank is allowed but the Historic District Design Guidelines.
Commissioner Ruhl stated his strong concerns for the
poor quality of the building and the rate at which it would become an eye-sore
in the neighborhood.
The Chairman opened the public hearing at 6:09pm.
Katie Benoit Hake of 820 3rd Street addressed
the Commission and wanted to Commission and Staff to address 2 questions:
1. How was the shed part of the improvements to League
Park as a part of the Main Street Implementation Plan?
2. She
though the water tower was being decommissioned and wanted to know why
additional storage was being requested.
Mr.
Morrison stated the shed was not part of the park or the Main Street
Implementation plan. He also stated he not knowledge regarding the status of
the water tank

Hearing for this item was closed at 6:12pm.
Commissioner
Picou wanted to define on what grounds they could deny shed. He stated because
the shed did not match in material or style to the existing building on site,
and that the structure did not possess the appropriate character for the
neighborhood. Mr. Morrison stated that the Commission could

B. Conduct
a public hearing and act on a request for a certificate of appropriateness for HDC-08
(117 N. Kansas Avenue) regarding construction of a storage unit for a
single-family dwelling zoned ?RSF-7-RNC? (Single Family Residential with a
Residential Neighborhood Conservation Overlay), and located on the southwest
corner of 2nd Street and N. Kansas Avenue with the address of 117 N.
Kansas Avenue.
Mr. Almgren presented the staff report and clarified
the location and site layout of the proposed shed at the Commission?s request.
The Chairman opened the public hearing at 6:17pm.
Dan Breuer of 117 North Kansas Street addressed questions
from the Commissioners regarding the appearance. He stated that the shed will
be painted to match the home, there would be one door on the broad side of the
shed with a window on either side and in answer to a question from Commissioner
Picou stated that the siding would be horizontal. The applicant also mentioned
that he would landscape around the shed.
Commissioners requested the stipulation of additional
landscaping around the shed go in at the time of the installment of the shed.
The landscaping should provide screening from street. Screening the shed from
the allow is alley is not required
Commissioner Dudney asked if any of the sheds would be
removed. Mr. Breuer stated there is no existing shed in the proposed location,
and nothing would be removed.
Commissioner Picou moved approve the request with the
condition that the shed be screened with a vegetative screen from public view
at the time of building, seconded by Commissioner Schroeder motion passes
5-0-0.

Discussion Items
A. Discuss
and provide comment on the review of applicable codes and regulations for the
Historic District.
Mr.
Dougherty (City Land Use Attorney) gave an overview of the multiple layers of
guidelines, districts, and zoning over the historic district and explained
several consolidation processes that could be taken to simplify the overlays.
Chairman
Guglielmo requested some info or an example of a PDD so they could better
understand how it functions. He also wanted to know the pros and cons of
simplifying or switching to one of the options discussed by Jim.
Mr. Morrison
suggested that the Commission appoint one or two commissioners to act as liaisons
to help draft an outline and goals for the document,
The Commission appointed Chairman Guglielmo to assist
staff and Mr. Dougherty with the different options and report back to the
Commission.

Other Business
A. Consider
approval of the 2013 Historic District Meeting Calendar.
Commissioner Picou moved to approval, seconded by
Commissioner Schroeder motion passes 5-0-0.
X.
Commissioner Comments
Commissioner Dudney expressed her sadness regarding
the picture that has been painted about the Historic District Commission, and
that she and the other commissioners are nice people, not bullies, that enjoy
history.
Chairman Guglielmo commented about a kayaking trip
near the Historic District when he saw river otter, and proposed organizing a
paddling regatta.

No action will be taken or discussed.
A. Mr.
Morrison brought-up moving the December 20th Historic District
Commission meeting to December 13th so as not to interfere with holiday
plans.
B. Administrative
approval of a Temporary Use for seasonal sales at the northeast corner of
Kansas Avenue and E. Main Street, commonly known as 804 Kansas Avenue.
