Post Election: Bond Project Work Already Underway

On May 4, League City voters overwhelmingly approved two general obligation bonds, something that has not been on a League City ballot since 1992. Proposition A, which calls for $73 million in bonds to fund drainage projects, passed with 67.71% of the total votes. Proposition B, which allocates $72 million in bonds toward road projects, passed with 64.35% of the total votes. Proposition C also passed with 61.74% of the total votes. The proposition approves increasing the City’s sales tax rate by 0.25 cents per $1 to its maximum, the proceeds of which will go toward funding Props A and B. City Council is expected to officially canvas and approve “official” election results at their meeting on Tuesday, May 14. The ¼ cent sales tax increase will go into effect October 1, 2019.  

Pre-construction work on many of the traffic and mobility projects that were included in Proposition B has already begun. For example, in March the League City Council approved a design contract for the $11.2 million Grissom Road reconstruction project, and design is also almost complete on the $7.7 million reconstruction project of Calder Road South.  City staff members are also awaiting the results of an environmental review of the $33.1 million project to connect Landing Boulevard to Interstate 45. If the City receives an all-clear on that project in the next few months, staff should have a design contract to present to Council in late summer or early fall. In addition to pre-work on the traffic and mobility projects in Prop B, City staff are expected to present three design contracts for drainage projects included in Proposition A for City Council approval at their meeting on May 28. The three contracts include the first phase of improvements to the Bay Ridge neighborhood, the first phase of improvements to the Oaks of Clear Creek subdivision, and initial work on the Bay Colony and Dove Meadow subdivisions. 

Over the next two to three weeks, staff from the Project Management and Engineering Departments will be working together to assemble a master timeline for all 21 projects included in the two bond propositions. Design and pre-construction work on projects eligible for grant funding will occur after staff has completed all phases of the application process. City staff will also be engaging residents in neighborhoods surrounding each project, such as the $1.5 million plan to extend Walker Street from Texas Avenue east to FM 270, for feedback and input during the design and pre-construction process. Residents should expect to start seeing projects completed within a three to five year period
